Referee Information
As you all know, there has been a referee training site volleyballreftraining.com developed by the Officials Commission online for two years. And now, it's getting even better. The website has been updated and redesigned to make it available at no cost to all referees across the country. The Officials Commission is excited about working with all regions to maintain and grow the corps of referees for all levels of the game of volleyball. Together, we can make a positive impact on refereeing across the country. Background ScreeningsAll officials assigned to junior events need to have a clear background screening done through the USA Volleyball Registration system. Badger Region will cover the first screening for first-time non-club affiliated officials, with reimbursement available after that official has worked four BRVA events. The cost of these screenings is $18 and is part of the registration process. Please see Registration at top left to complete the entire process.

All officials must be registed as a member prior to any contact. Please see Registration at left to complete the process. If required, a background screen will also be completed. The system will know if you do not have a valid screen on file.

How To Become A Ref
To become a referee in the Badger Region you can notify the Badger Region Referee Chairperson Jim Momsen that you would like information about becoming a referee. They will instruct you as to what steps you need to take.
All referees for the Badger Region agree to abide by the Badger Region Code of Conduct for Officials. The Code of Conduct may be obtained from the Badger Region Referee Chair. You can also view more information below.
Referee Candidate Requirements
1. Be a registered member of Badger Region and USA Volleyball.
- Registration information for the 2011-12 season is available at left under Registration. Badger Region will again be using the online registration and payment system, Webpoint.
2. Attend at least one regional official's rules clinic (see referee clinics page).
3. Complete the approved USAV written examination for referees. A written test is taken and must be corrected to 100%.
4. Be evaluated in an on-court training/evaluation prior to being assigned to referee for the region. The sessions are offered periodically in December and January.
5. Successfully pass a background check for working with juniors (this is included in the online registration process). First-year officials (completing their first-ever background screen with Badger Region) will get reimbursed for their background screen (you must contact the Region office for this) after reffing four BRVA events.
6. Complete a Badger Region Independent Contractor Agreement and submit it to the Badger Region Office. New officials must also submit a W9.
Mileage and Hotel Policy
Mileage will be reimbursed at a rate of $0.35/mile for assignments over 60 miles distant from residence to event site as verified by internet mapping service. Lodging reimbursement for officials performing their duties is rarely granted by the Region. Any other legitimate request must be made to the Referee Chair in advance of the date of the event to be considered.

Ball Handling Concepts
An article has been written by Wally Hendricks, Vice President, Officials Division USA Volleyball regarding first ball contacts. The key concept that should be taught or learned is "over control" versus "under control" of the first pass. If the ball is "over controlled" it should be called a held ball. For example if a player takes a ball very low with the hands in an ugly way but the ball goes straight forward or down, then it should not be called. If, instead, the player is able to catch the ball (it might look pretty to beach players) and use his/her wrists to make a nice pass to the setter, it should be called a held ball. Here is a good list for 1st referees to use for the captains meeting before each match:
1.Introduce yourself and 2nd referee (if present)
2.Check for jewelry and mention pertinent rule
3.Cover ground rules (e.g., non-playable areas, court area, bench area, etc.)
4.Review warm-up protocol
5.Review match format (i.e., number of games, scoring system, point cap)
6.Substitution procedures
7.Ask the second referee, if present, for any input
8.Ask if captains have any questions and answer
9.Conduct coin toss (USAV Rule 8.1)
